Ottawa and all the provinces except Ontario agreed to a proposal to raise the export price of softwood lumber so the Americans would eliminate the 15 per cent duty on November 21. Ontario Premier David Peterson thought Canada should fight the duty all the way. But Prime Minister Mulroney said the proposal was in the national interest.
