New legislation on abortion was introduced in the Commons in November, but it pleased neither pro-choice nor anti-abortion forces. It prohibited an abortion except when a doctor determined that a woman's physical, emotional or psychological health was threatened. Justice Minister Doug Lewis summed up the government's position.
