The Senate held hearings across Canada on changes that would make it harder to get and keep unemployment insurance benefits. In Canso, Nova Scotia, a one-industry town scheduled to see its fish plant close down in April, union spokesman Pat Fougere said they wouldn't need UI if Ottawa would stop giving away Canadian fish to foreign fleets.
