Until January 16th, Canada's naval ships and CF-18's had a purely defensive role in the Persian Gulf. The ships enforced the embargo against Iraq and the planes flew cover for the ships. On January 17th Canada's top soldier, Chief of Defense Staff, General John de Chastelain, announced that the role of CF-18s had changed. They now would provide cover for fighter aircraft entering Iraq or Kuwait.
