The Reform Party crossed the threshold from a western-based political movement to a full national party in April. Delegates at the Reform Party convention in Saskatoon overwhelmingly approved a motion setting up constituencies east of the Manitoba border. Reform Party leader Preston Manning said people in the Atlantic provinces and Ontario were open to the right-wing movement's ideas.
