It called for a review of official bilingualism, self-government for natives, Senate reform, and recognition of Quebec as a unique province. But the report tempered the sweeping criticism of Prime Minister Mulroney and the federal government that forum members heard from ordinary Canadians. Commission chairman Keith Spicer said Canadians were fed up.
