Les Filotas, a dissenting member of the Canadian Aviation Safety Board that investigated the Gander, Newfoundland Arrow Air crash, said the Bush administration was not very anxious to look into the questions surrounding the crash. Filotas went against the CASB's 1988 ruling that ice caused the crash on December 12th, 1985. He believed an onboard explosion brought down the plane carrying 256 people, including 248 American servicemen.
