The February constitutional conference held in Vancouver was meant as a wrap-up of the previous four gatherings. It was a chance to cement positions on Quebec's distinct society status, senate reform and economic issues. But all was not rosy after Ovide Mercredi's demand for recognition of Canada's native people as distinct. Constitutional Affairs Minister Joe Clark, in an indirect warning to Mercredi, said this round of talks was Canada's last chance.
