Quebec Premier Robert Bourassa spoke glowingly about what Quebec achieved in federal-provincial power-sharing negotiations. Bourassa's party had demanded the federal government transfer 22 powers to Quebec. The Charlottetown accord recognized only six as exclusive provincial jurisdiction -- housing, recreation, municipal and urban affairs, forestry, mining and tourism -- and offered to negotiate on others, including culture and telecommunications.
