Parti Quebecois leader Jacques Parizeau said rejection of the Charlottetown Accord put Quebec on the road to independence because there was no future in trying to change Canada. Parizeau said a Parti Quebecois victory in the next election would amount to a mandate to turn Quebec into an independent country. A referendum would follow eight to 10 months later to finalize the transition.
