An Ontario coroner's jury called for a law that would lock up sexually violent offenders and throw away the key. The verdict followed an inquest into the 1988 sex slaying of 11-year-old Christopher Stephenson of Brampton, Ontario. He had been raped, beaten and stabbed to death by Joseph Fredericks, a repeat offender who was out on mandatory supervision. Christopher's father, Jim Stephenson, said society needed a law to keep high-risk repeat sexual offenders who have not responded to treatment off the streets. (Among the jury's other recommendations -- a registry to record where all "dangerous sexual offenders" live and increased probationary periods of up to 10 years after release.)
