The judge who reviewed Karla Homolka's plea-bargain said prosecutors were justified in making a deal with the killer. Patrick Galligan said that at the time the agreement was made, there was simply no case against Paul Bernardo. He also endorsed the Crown's decision not to charge Homolka in the sex assault of a girl known as Jane Doe, even though she hadn't told police about it.
