At the conclusion of the Westry Inquiry, a lawyer for the Nova Scotia government conceded the province failed the 26 men who died in the 1992 coal mine explosion in Stellarton. It was the first time in eight months of hearings that anyone employed by the province had accepted blame for the disaster. Reinhold Enres said provincial inspectors allowed themselves to be misled, and had the misguided faith that mine management was looking after safety.
