UN special envoy to central Africa Raymond Chretien was on the job only a few days when he reported some success. He had been trying to lay the groundwork for humanitarian aid distribution for refugees forced from their homes by fighting in eastern Zaire. Chretien said that after a frustrating start, he was encouraged that some supplies had started to get through.
