Ottawa began strictly enforcing regulations after the collapse of the Pacific Salmon treaty talks in mid-May. US fishing boats entering Canadian waters were told to "hail and stow." They had to radio in and say they were coming into Canadian waters. They also had to stow their fishing gear below decks so there was no chance they would fish while transiting Canadian waters. Four US fishing boats were seized and charged. BC Premier Glen Clark admitted the measures would trigger a negative reaction in the US, but he said it was worth it.
