Quebec Premier Lucien Bouchard wrote off the premiers' latest unity initiative. He said simply recognizing the province as "unique" was less than Quebec had ever been offered in the past. Speaking in French , Bouchard sarcastically said "What a discovery. Quebecers are unique -- we'd like to add: just like everybody else. Unique like the SkyDome (in Toronto), Cape Breton, Labatt Blue or Wayne Gretzky."
