The special envoys in the Pacific salmon war recommended government-to-government negotiations to resolve the bitter fight. Canadian envoy David Strangway and US counterpart William Ruckelshaus said talking to fishery groups wasn't working. Instead, they recommended Canada and the US adopt two-year arrangements for commercial salmon fishing, and find a way of conserving salmon and an equitable sharing of the catch. BC Premier Glen Clark called it a good first step.
