Ottawa appealed a pay equity ruling for 200-thousand mostly female civil servants. The projected cost of the ruling was four to six billion dollars. Prime Minister Jean Chretien said he worried that paying the full settlement might impact social programs like Medicare. But that explanation didn't wash with Jean Sealy, one of 50 demonstrators who greeted Chretien on Aug. 26 in Memramcook, New Brunswick.
