On Mar. 11, Justice Minister Anne McLellan introduced a new Youth Criminal Justice Act to replace the much-maligned Young Offenders Act. Young offenders would face stiffer penalties, and more often through adult court, under the proposed new law. But McLellan said she hoped the new act would mean putting fewer youths in jail for committing lesser crimes.
