On June 25, the federal government proposed major changes to the way Canada's banks, trust and insurance companies are regulated. Part of the proposed changes would allow individual shareholders to own 20 per cent of a major Canadian bank, up from the current 10 per cent. But Finance Minister Paul Martin said banks wanting to merge in the future would have to prove the marriage is in the public interest.
