Quebec Premier Lucien Bouchard says any attempt by Ottawa to set the rules and negotiate terms after a "Yes" vote in a sovereignty referendum will leave the door open to separation. At a news conference November 23rd in Quebec City, he said Quebec could separate unilaterally. (A 1998 Supreme Court of Canada judgment said the federal government is obliged to negotiate in good faith in the event of a "Yes" victory.)
