Prime Minister Jean Chretien accused the leaders of other parties of trying to score political points by saying a 50-plus-one vote would be enough for Quebec to secede. Speaking to a Liberal gathering in Charlottetown on Nov. 24, Chretien insisted sovereigntists would have to win more than that to negotiate Quebec independence.
