Liberal Senator Anne Cools voted against the federal government's referendum bill before it passed in the Upper Chamber. The Clarity Act called for MPs to decide what is a clear referendum question, and what represents a clear majority in any sovereignty vote. Cools called it "a bad bill" but federal Intergovernmental Affairs Minister Stephane Dion said it would help reduce the chances of Canada splitting apart.
