Foreign Affairs Minister John Manley was asking questions on February 2nd about his own department's handling of a Russian diplomat who was suspected of impaired driving. A 1999 note of apology from the department to the Russians said Ottawa police acted acceptably in the diplomat's arrest and handcuffing -- Manley wanted to know why the department returned his suspended drivers' permit. (That same diplomat was charged with impaired driving the previous week in the death of an Ottawa woman.)
