Ottawa unveiled a series of new policies to deal with foreign diplomats who drink and drive. Foreign Affairs Minister John Manley announced March 14th there would be a "zero tolerance" attitude toward drunk driving diplomats. (The changes stemmed from the January death of an Ottawa woman who was run down by a Russian diplomat who was driving while impaired.)
