The Canadian Football League introduced a new expansion franchise in Ottawa. The new team would start play the next season. Commissioner Michael Lysko (LIHS'-koh), speaking at an October16th news conference at Frank Clair Stadium, welcomed the city back to the league. (Ottawa had been without a CFL franchise since the Rough Riders folded following the 1996 season.)
