The federal government decided it would determine how to dish out billions of dollars in infrastructure money -- instead of letting an arm's-length panel do it. The February 5th decision reversed part of a budgetary promise from Finance Minister Paul Martin to create something to be called the Strategic Infrastructure Foundation. It was to oversee spending on highways, urban transit, sewers, water and other projects. Canadian Alliance finance critic Jason Kenney predicted the government would take advantage of the power.
