The Mounties launched a criminal investigation of federal contracts awarded to Montreal advertising agency Groupaction Marketing. Auditor General Sheila Fraser referred the matter to the Mounties last May after concluding the public works department broke "just about every rule in the book" in awarding three contracts, worth 1.6 million dollars. Canadian Alliance Leader Stephen Harper said a public inquiry was needed into the Groupaction affair.
