Canadian Alliance Leader Stephen Harper wasn't too pleased with the Chretien government's new ethics rules, introduced June 11th by the prime minister. Under the rules, cabinet ministers won't be allowed to lobby Crown corporations on behalf of individuals, corporations or non-governmental organizations -- even if they are constituents. Harper said Jean Chretien simply tried to make his government appear to care about looking transparent.
