The G7 finance ministers struck an agreement to allow 22 billion dollars in international aid to begin flowing again. The development money had been held up in a dispute between the United States and Europe over whether it should be paid out in grants or loans. The ministers agreed that 18-to-21 per cent of the fund would be available in grants. It was a compromise Finance Minister John Manley said Canada played an important role in brokering.
