Alberta released its emissions-reduction strategy as an alternative to the Kyoto accord. The plan would allow the energy industry to increase emissions over the next two decades. It's based largely on emission-reducing technology that Alberta hopes will be developed with government incentives. Environment Minister Lorne Taylor said consumers will be asked to participate in reducing emissions on a voluntary basis.
