Canada announced it would provide another 200 million dollars in aid to Iraq, on top of the roughly 100 million already committed to humanitarian and reconstruction efforts in the country. Foreign Affairs Minister Bill Graham dismissed suggestions the money would be going to an American civilian administration that's in a state of confusion. Graham insisted the money was needed.
