Canada's premiers wrapped up three days of talks in Charlottetown in July. They agreed to set up a national health council, but they qualified that support by calling for more study to make sure the new body isn't too expansive or overly bureaucratic. The concept was proposed by Roy Romanow in his sweeping report on the health system. Alberta's Ralph Klein said he signed -- but with reservations.
