Nothing was moving in Nova Scotia or PEI last February 19th. Both provinces declared a state of emergency due to a savage snowstorm. Snow-swept highways and roads were deserted and schools were empty. The snow was accompanied by winds of up to 100 km an hour. Jason Phillips was struggling to walk three blocks from his girlfriend's place to his apartment in downtown Halifax.
