Newfoundland Premier Danny Williams caused a controversy October 26th when he pulled out of the First Ministers meetings. Williams said Ottawa reneged on a promise to let his province keep all of its resource royalties. Williams said Martin had promised in June, during the federal election campaign, that Newfoundland could keep all of its resource royalties. (Williams walked out as Prime Minister Martin was about to sit down for dinner with the premiers to negotiate a new way to share federal equalization cash.)
