For the first time in more than 20 years, a Canadian was elected as chairman of NATO's military council. Canada's top military man, General Ray Henault, a Winnipeg native, beat out a candidate from Denmark for the job. (Henault will arbitrate disputes, forge agreements and dispense advice to NATO's 26 member countries and the organization's secretary general.)
