A trade war with the US was brewing in August over softwood lumber. Ottawa threatened imposing tariffs after the Americans refused to abide by a NAFTA ruling that favored Canada. Prime Minister Martin called the US position unacceptable. (More than 80 per cent of Canadian exports go to the US.)
