Paul Martin opened an international conference on pandemic preparedness October 25th in Ottawa. Martin warned rich countries have an obligation to help impoverished nations deal with a bird flu outbreak. Martin said the world cannot sit back and do nothing. (Martin also warned public fear about a flu outbreak could easily snowball into panic.)
