It was called an economic update but the opposition called it a pre-election grab bag. Finance Minister Ralph Goodale announced November 14th that the Liberals would use part of the surplus to hand out 30 billion dollars in tax cuts. (Goodale said the move was possible because the surplus could grow to close to 100 billion dollars over the next five years.)
