Prime Minister Harper unwrapped a new compensation deal for victims of the tainted blood scandal. The package, worth one billion dollars, was directed at victims left out of a previous deal eight years earlier. That applied to about 55-hundred people who got hep-C before 1986 or after 1990. Harper made the announcement July 25th in Cambridge, Ontario.
