Defense Minister Gordon O'Connor arrived in Kandahar March 11th to visit Canadian troops and meet with the Afghan Human Rights Commission. Weeks earlier, Canada signed a deal with the commission to monitor the health of detainees that Canadian troops hand over to the Afghan government. O'Connor said he wanted to ensure the commission was doing what it said it would do. (O'Connor had been under fire over Canada's policy regarding the detainees. He said the International Committee of the Red Cross monitored their treatment. The ICRC said that wasn't the case.)
