A day after announcing that a deal had been struck to check on the treatment of Afghan detainees, the Conservative government appeared to change its story. Prime Minister Stephen Harper told the Commons on April 26th that the government expected to "formalize" a deal soon. Then, Public Safety Minister Stockwell Day stunned the Opposition by saying Canadian Corrections officials in Kandahar had access to the detainees all along. (The federal Conservative government was under fire amid reports that suspected Taliban militants who were handed over to Afghan authorities by Canadian soldiers were severely tortured in Afghan jails.)
