The Harper government took the extraordinary step of going outside the scandal-plagued RCMP to choose its new commissioner. The appointment of William Elliott, a career bureaucrat, was confirmed on July 5th. Elliott said he knew he'd be facing some tough challenges. (Elliott, a trained lawyer, replaced former commissioner Giuliano Zaccardelli, who resigned after testimony he gave a Commons committee looking into the Maher Arar affair was proven false.)
