At the end of a two-day leaders summit in Montebello, Quebec last August, Prime Minister Stephen Harper told US President Bush that Canada would likely pull out of its combat mission in Afghanistan in February of 2009. For his part, Bush said the US was committed to remaining in Afghanistan. And he praised Canada for its role in the war-ravaged country. (During their meetings, Harper and Bush didn't agree on everything. The prime minister explained to Bush how Canada will exercise its muscles in the Arctic to maintain its sovereignty over the Northwest Passage. But Bush told Harper he believes the passage is international water.)
