A panel headed by former Liberal cabinet minister John Manley conditionally recommended January 22nd that Canada's military mission in Afghanistan be extended. Manley said if Canada was not willing to lend military resources when asked to do so by the United Nations, in a country whose democratically elected government wanted Canada's help, then he wondered when and where that would happen. (The Canadian mission in Afghanistan was due to end in 2011.)
