The minority Conservative government delivered a budget promising 40 billion dollars in economic stimulus over two years, including 12 billion for infrastructure spending. Finance Minister Jim Flaherty said the government would have to go deep into the red to help lift the country out of recession -- projecting a total deficit of almost 85 billion dollars over five years. Flaherty said the unprecedented spending was imperative. (The sobering news came barely three months after an election campaign in which Prime Minister Stephen Harper flatly dismissed the possibility of a recession or short-term deficits.)
