On April 16th, the city of Winnipeg declared a state of emergency in its riverside neighborhoods as a precaution against the rising Red River. Mayor Sam Katz told residents to brace themselves for several weeks of flooding. (On April 18th, the province estimated that at the height of the flooding, about two-thousand people had been forced from their homes, more than half from First Nations communities. The Manitoba government pegged flood damage at 40 million dollars.)
