A four-year inquiry into allegations of historic sexual abuse in Cornwall, Ontario ended December 15th with a scathing report rom Commissioner Normand Glaude. He said institutions failed in how they dealt with the allegations. (A police investigation that ended in 2001 laid 114 charges against 15 people, but found no evidence an alleged pedophile ring existed.)
