Thousands of people poured into the streets of Montreal April 1st to protest a bad-news provincial budget, which included a sales-tax hike and historic health care user fees. Police in riot gear fended off a crowd outside Quebec Finance Minister Raymond Bachand's (ray-MOH' bah-SHAWZ) office. Protester Emile Ouellet (em-ILL' wih-LET') said the budget would hurt the poor. (Bachand said it was time Quebecers accepted that public services aren't free. But when public anger did not abate as he predicted, the Charest government relented on September 22nd and cancelled the fee for doctors' visits.)
