A public inquiry into Robert Dziekanski's death concluded the officers who confronted him at Vancouver's airport in 2007 were not justified in using their Taser. Commissioner Thomas Braidwood said they went into the situation with a misperception and did not reassess their position. Braidwood concluded the officers could not reasonably have perceived Dziekanski was a threat because he picked up a stapler -- and that their explanations after the fact were "patently unbelievable."
